2．项目概况与招标范围

2.1 项目名称：老挝-柬埔寨边境输变电有限公司老挝班哈-班纳-阿速坡输变电项目运营期商业保险

2.2项目概况：老挝班哈-班纳-阿速坡输变电项目（简称“班哈项目”）位于老挝占巴塞省和阿速坡省，经老挝占巴塞省班哈变电站向柬埔寨送电。班哈项目主要包括两座230kV变电站和总长度201.37km的500kV双回输电线路。班哈项目总投资约1.5亿美元，于2023年1月4日正式投入运营，运营期30年，详见招标文件第五章“项目需求一览表及技术要求”。

2.3招标范围：为班哈项目提供运营期商业保险，包括财产一切险、机器损坏险和公众责任险，拟投保资产价值约7亿人民币。保险金额详见下表：

2.4保险服务期限：1年（以中标公示后签订保险协议中载明保险期限为准）。

2.5资金来源为：企业自筹，已落实。

2.6资格审查方式：本次招标采用资格后审方式，开标后由评标委员会对投标人的资质进行审查，资格条件没有达到招标文件规定要求，评标委员会将否决其投标。

2.7项目实施地点：老挝占巴塞省和阿速坡省，采购人指定地点。

2.8质量标准及要求：为班哈项目提供商业保险，具备相应的赔付实力。

2.9项目的资金来源：采购人自有资金，已落实。

2.10采购最高限价：90.00万元人民币。

3．投标人资格要求

3.1一般要求：投标人须具有独立承担民事责任的能力，应为经行政管理部门登记注册的独立企业（事业）法人，具备有效的营业执照或事业单位法人证书或其他类似的法定凭证，投标人必须具有独立法人资格的总公司或经其授权的分公司；

3.2资质要求：投标人或经其授权的总公司应具有国家金融监督管理总局颁发的《保险许可证》。

3.3财务要求：投标人或经其授权的总公司应具有良好财务状况，并提供近一年（2023年或2024年）经第三方审计的企业财务报表和审计报告，成立不足1年的，提供财务说明及年度财务报表。

3.4信誉要求：投标人应当信誉良好，当前未被“信用中国”网站（https://www.creditchina.gov.cn）列入重大税收违法失信主体名单、失信被执行人。投标人存在严重违法记录的，不得参与本项目投标。（由招标代理机构在开标前统一进行查询）。

3.5其他要求：

（1）本项目不接受联合体投标。

（2）与招标人存在利害关系可能影响招标公正性的法人、其他组织或者个人，不得参加投标；

（3）单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一招标项目（或同一标段）投标。

1．Tender conditions

The "Laos-Cambodia Border Transmission and Transformation Co., Ltd. Laos Ban Ha-Ban Na-Attapeumission and Transformation Project Operation Commercial Insurance" project has been approved by the relevant competent authorities, the source of funds is self-raised, and it has been implemented. In with the relevant laws and regulations such as the "Tendering and Bidding Law of the People's Republic of China" and the "Implementing Regulations of the Tering and Bidding Law of the People's Republic of China", Yunnan Tendering Co., Ltd. is entrusted by Laos-Cambod Border Transmission and Transformation Co., Ltd. to invite public bidding in China for the operation of commercial insurance of the Laos-Cambodia Border Transmission andformation Co., Ltd. Laos Ban Ha-Ban Na-Attapeu Transmission and Transformation Project, and now potential bidders who meet the qualification requirements of project are welcome to participate in the bidding.

2．Project Overview and Bidding Scope

2.1 Project name：Laos Ban Ha-Ban Na-Attu Transmission and Transformation Project Operation Period Commercial Insurance.

2.2 Project Overview: The Laos Ban Hua-Ban Na-Attapeu Transmission and Transformation Project (hereinafter referred to as the " Hua Project") is located in Champassak Province and Attapeu Province of Laos, and supplies power to Cambodia through the Ban Hua Substation in Champassak Province of Laos. The Ban Hua Project mainly includes two 230kV substations and a 500kV double-circuit transmission line with a length of 201.37 km. The total investment of the Ban Hua Project is about US $150 million, which was officially put into operation on 4, 2023, with a 30-year operation period. For details, please refer to Chapter V "Project Requirements and Technical Requirements" of the documents.

2.32.3 Scope of Bidding: Provide commercial insurance for the Banha project during the operation period, including all risks property insurance, machinery damage insurance, public liability insurance, with the insured assets valued at approximately RMB 700 million. The insurance amount is detailed in the table below:

2.4 Insurance service period: 1 year (based on the insurance period stipulated in the insurance agreement signed after the bid-winning announcement).

2.5Sources of funds: Self-financing by Laos-Cambodia Border Transmission and Transformation Co., Ltd.,

2.6 Qualification review: This bidding adopts the post-qualification method, and the qualification of the bidder will be reviewed by the bid evaluation committee after the bid opening. If the qualification conditions do not meet the requirements of the bidding documents, the bid evaluation committee will reject its bid.

2.7Location of project implementation: In the provinces of Champassack and Attapu of Laos, at the place designated by the Purchaser.

2.8 Quality standards and requirements: Provide commercial insurance for the Banha project, with the corresponding compensation capability.

2.9 Source of funds for the project: Self-financing by Laos-Cambodia Border Transmission and Transformation Co., Ltd.

2.10 Procurement ceiling price: RMB 900,000.

3．Bidder qualification requirements

3.1 General Requirements: The Bidder must have the capacity to bear civil liability independently and should be an independently registered corporate (institutional) legal person the administrative authorities, with a valid business license or institutional legal person certificate or other similar legal documents. The Bidder must be the parent company with independent legal person status or the branch company.

3.2 Qualification Requirements: The Bidder or its authorized parent company shall hold a National Insurance License issued by the National Financial Regulatory Administration.

3.3Financial requirements: The bidder or its authorized parent company should have a good financial status and provide the financial statements and audit reports of the enterprise aud by a third party in the past year (2023 or 2024), and provide financial statements and annual financial reports if the company has been established for less than one year.

3.4 Credit requirements: Bidders should have good credit and not be listed on the list of major tax lawbreakers and dishonest subjects, or the list of dishonest who fail to perform their obligations on the "Credit China" website (https://www.creditchina.gov.cn). Bidders with serious illegal records are not to participate in the bidding of this project. (To be checked by the bidding agency before the bid opening).

3.5 Other requirements:

(1) This project does not accept joint bids.

(2) Legal persons, other organizations, or individuals who have interest in the tenderer and may affect the fairness of the tender are not allowed to participate in the bidding;

(3) Units with the same person in charge or different units controlling, managing, or other significant relationships are not allowed to participate in the bidding of the same tender project (or the same contract section).
